The Justice and Human Rights Commission of the Chamber of Deputies approved by majority a report that declares the delegation of powers requested by the Executive to legislate on citizen security, strengthening micro and small businesses, productive development, and other matters as unfeasible.

By 11 votes in favor, 4 against, and zero abstentions, this working group gave the green light to the document supported by its president, Catherin Palomino (Juntos por el Perú), on the proposal to delegate this power to the Executive Branch.
Those who voted in favor of the report were Palomino Casavilca herself, Alejandro Manay, César Tito Rojas, Indira Huilca, and Daniel Varas (Juntos por el Perú), Edgar Gonzales Polar, Romina Uribe, and Rossana Alayza (Buen Gobierno), César Holguin (Ahora Nación), Heber López, and Luis Masco (Obras).
Those against were José Baella (Renovación Popular), Karina Beteta and Carlos Zegarra Sánchez (Fuerza Popular), and Roxana Rocha (Renovación Popular).
According to the report, the main problem noted is that the Executive indicates general objectives but does not sufficiently specify what it intends to modify, in what way the changes would be made, nor what the limits of its action would be.
The document states that this lack of precision “acquires special importance when it comes to measures that could affect freedom, privacy, security, the use and employment of force, or guarantees of the criminal process”. In such cases, it points out, the Legislative Branch cannot grant an open and discretionary authorization.
The commission rejected submitting to a vote a preliminary motion presented by deputy Roxana Rocha (Renovación Popular), which proposed that the document be sent to a recess in order to evaluate which matters could be better defined.

It was also not approved
Last Wednesday the Labor and Social Security Commission of the Chamber of Deputies also failed to obtain the necessary votes to approve the report proposing to delegate to the Executive Branch the power to legislate for a period of 120 days.
Its president, Eduardo Castillo (Fuerza Popular), supported the report which stated that the approval of these powers would guarantee job stability, safeguard workers’ rights, and facilitate the optimization of administrative procedures.
The Executive’s proposal consisted of six measures aimed at legislating on employment promotion and issuing regulations addressing employment issues, employability, and self-employment of the youth population.
The final vote was 8 in favor and 11 against. Those in favor were Castillo Rivas himself, Alberto Yalta, and Félix Chang (Renovación Popular), Javier Castro Cruz, Geanmarco Quezada, César Vidaurre, Jhonn Valqui, and Royser Castro Grandez (Fuerza Popular).
Those against were Jacqueline Tapullima, Alejandro Manay, Svieta Fernández, Indira Huilca, Azucena Isla, and Jessica Guevara (Juntos por el Perú), Jessica Benitez, Edgar Gonzales, and Nora Llaque (Buen Gobierno), Edgar Alvarón, and Heber López (Obras).
