From AFP to ONP and vice versa starting June 2027: This is how the process will be

Within the framework of the implementation of Law No. 32123, Law for the Modernization of the Peruvian Pension System, the Pension Normalization Office (ONP), an entity attached to the Ministry of Economy and Finance (MEF), published the Operational Transfer Regulation, approved by Executive Presidency Resolution No. 000081-2026-PE-ONP.

The regulation, developed in coordination with the Superintendence of Banking, Insurance and AFP (SBS), regulates the procedures and conditions for the transfer between affiliates of the National Pension System (SNP) and the Private Pension System (SPP).

According to the SBS, this progress constitutes an important step in the implementation of the Peruvian Comprehensive Pension System (SIPP), by establishing a framework that will allow affiliates to transfer between pension regimes voluntarily, informed, and transparently. As established, starting June 1, 2027, the process of advising, receiving, and attending to transfer requests for all affiliates will begin.

Informed and digital transfer

All affiliates have the possibility to transfer from the National Pension System to the Private Pension System or vice versa, provided they do so in an informed manner and accept the conditions and benefits of each regime. According to the regulation, the key points of the process are:

• Single platform: the procedure will be carried out through the Secure and Transparent Affiliation Platform (PAST), a unique digital tool that centralizes affiliation and transfer between regimes.
• Availability: the first transfer can be requested at any time starting June 1, 2027. For subsequent transfers, the affiliate must remain for a minimum period of 24 months in the regime in which they are.
• Restrictions: retirement and disability pensioners from both regimes cannot transfer, since they are already receiving a pension.

Finally, the SBS will issue complementary regulations and will continue coordinating with the ONP the corresponding actions to ensure a safe, transparent transfer process aimed at proper pension decision-making by citizens.
