The communicator Diego Avendaño (@avendiego) was the one who best portrayed the Senate election –on his Instagram account– with a graphic from the famous video game Among Us (in which the main objective is to survive by discovering the traitor). In Congress, the left-wing bloc showed that it does not know how to play and lost its first game because, to this day, it cannot determine with certainty who cast a spoiled vote to let the Fujimorism win the presidency of the Senate (and, above all, to discover in exchange for what).

The left did not have to lose the presidency of the Senate, since in the Chamber of Deputies it had the votes to win comfortably (which it finally achieved with 76 votes). Losing with a spoiled vote in the Upper Chamber only responds to a negotiation, either by a caucus or in a more personal tone. Either way, it speaks to us of open doors to party-switching that have come to light since the start of the bicameral era.
Although new caucuses can no longer be created in the bicameral system, there is the possibility that a legislator resigns –once only– from their original caucus and can sign their transfer to another parliamentary group. In this context, the betrayal in Sunday’s vote shows that some parliamentarians are willing to negotiate their votes behind the scenes in exchange for certain perks.
And this can corrode the entire left-wing bloc now that the door is open (and, above all, when the benefits obtained are seen), but it could also end up affecting their new ally, the Good Government Party.

Jorge Nieto’s party may have won the presidency of the Chamber of Deputies, but it has just realized that it cannot trust its allies. It will govern in a Board of Directors in which no one knows who they work for, thus mortgaging its political capital –at least this first legislative year– to allies who at any moment can play dirty. The PBG members took the easy path, self-deceived under the slogan of “democratic consensus” without projecting the long-term consequences.
The same results could have been reached, with different forms of negotiation, putting a common agenda on the table for this first legislative year. Instead, PBG repeated the same mistakes seen in unicameralism, with alliances formed at the last minute and no greater plan than to present themselves as an “opposition” for the photo opportunity.
Worse still, Nieto’s caucus could end up corroded by the same games of betrayal, in which they could be just one step away from being seen as a caucus that only aligns itself around legislative power.
