The Constitution Committee of the Chamber of Deputies of Congress, chaired by Giannina Avendaño (Together for Peru), declared itself in permanent session to address the request for delegation of powers from the Executive Branch.

However, Avendaño clarified that they have not yet been sent the text because it was presented without attaching the minutes of the Council of Ministers in which the initiative was approved. She also announced that the committee will meet again on Friday.
The decision was approved with 18 votes in favor on the proposal of the ruling party parliamentarian Cecilia Chacón (Popular Force) and Frank Krklec (Popular Renewal).
There were two votes against from Together for Peru, specifically from parliamentarians Analí Márquez Huanca and Graciela Chipana Condori.
As Chacón explained, the measure will allow the working group to quickly develop the analysis of the proposal and call the necessary sessions to address its scope, as well as receive the ministers related to the matters included in the request.
“This will allow calling, at the appropriate time, both the members of the committee and the ministers,” affirmed the Fujimorist.
“That this committee declare itself in permanent session in order to evaluate and analyze the request for powers and be able to have a report and a vote as soon as possible, given that the situation in the country demands it and the citizens request it,” said Krklec in turn.

Minutes of the Council of Ministers
The president of the Chamber of Deputies, Óscar Reto (Good Government Party), sent a letter to the president of Congress, Miguel Torres (Popular Force), warning that the request for delegation of legislative powers presented by the Executive does not attach the minutes of the Council of Ministers session containing the agreement by which its “very urgent” nature was approved, a requirement expressly contemplated in the Chamber of Deputies Regulations.
In this regard, Reto requested that this observation be communicated to the Executive Branch so that the presentation is regularized and the formal requirement indicated is attached. He specified that, once the observation is corrected, the counting of the deadlines provided for in the regulations can begin.
The head of the Lower House emphasized that the request for delegation of legislative powers will be referred, on the date, to the Constitution and Regulations Committee for the corresponding procedure.
Minutes later, Torres responded to Reto that the Executive Branch sent to Parliament Official Letter No. 246-2026-PR, attaching the certified copy of the minutes of the Council of Ministers session of August 27, 2026.
The document records the unanimous approval of the draft request for delegation of powers, as well as the Executive’s decision to request that its processing before Congress be carried out urgently.
