Deputy Analí Márquez (Juntos por el Perú), with the signatures of the other members of her caucus, presented a motion proposing to question the Minister of the Interior, César Astudillo, about the “questions” regarding his performance in office and an alleged “lack of leadership” in the fight against citizen insecurity in the country.

Through the order motion 00256-2026-2031-CD, she stated that citizens are facing a sustained increase in criminal activity, a situation that compromises security in the regions of the national territory and persists as one of the most serious problems in the country.
However, she indicated that to date, no concrete and decisive action aimed at combating crime and organized crime has been seen from the Ministry of the Interior, nor has the sector generated a climate of trust among the population regarding criminal acts.
She notes that crime rates, homicide cases, and extortion have reached alarming levels, but a lack of a comprehensive strategic plan for citizen security and lack of leadership has been identified, which includes clear and specific objectives in the short, medium, and long term.
Márquez also questions the appointment of Magali Ella Meza Mundaca, former Servir official, as general director of Human Resources of the Ministry of the Interior, despite ongoing fiscal investigations for alleged irregular hiring of people linked to former president José Jerí (2025-2026).

Likewise, the deputy questions the “inaction” of the Minister of the Interior regarding the leadership of the National Police (PNP), since since taking office, he has not made any decision about the permanence of its general commander, Óscar Arriola, “evidencing a clear lack of capacity to exercise the powers granted to him by law as head of the sector”.
“The facts presented constitute a scenario of irregular appointments and ineptitude in the leadership of the Interior sector that directly compromises the fight against common crime and organized crime, as well as the citizens’ trust in the authority called to guarantee their physical integrity, life, and property”, he expressed.
“Therefore, it is necessary that the Minister of the Interior, César Augusto Astudillo Salcedo, appear before the Plenary of the Congress of the Republic to respond and report to the national representation on the criteria that supported the questioned appointment and on the reasons for his inaction in the leadership of the National Police of Peru”, he added.
