During the presentation of the 2027-2030 Multiannual Macroeconomic Framework before the Bicameral Budget Commission, Cuba explained that the ministry is reviewing the status of public investments.
“We are conducting a kind of census in the ministry of all the thousands of investments we have, at what level they are, and why they are stalled,” he said.
The minister stated that resources will first be allocated to projects that are closer to completion. “Let’s say you are 10% or 5% away, it’s better to put the money there to finish the project than to put it into a project that has only 20% started,” he affirmed.

Cuba added that the MEF will classify abandoned projects and proceed with the simplest cases. In those that present legal complications, he noted, they will act more carefully.
The head of the MEF also warned that there are unfinished roads, schools, and police stations. He stated that, even if money has been spent on their construction, the service does not reach the population if the projects are not completed.
