Every day, Lima’s bike lanes face a reality that contradicts the purpose for which they were built. In various districts, parked cars, motorcycles in circulation, street vendors, and even pedestrians occupy these spaces exclusively for bicycles. This situation forces cyclists to leave the safe lane and move among vehicles, exposing themselves to a greater risk of accidents. What was supposed to represent an alternative for orderly mobility ends up becoming a scene of constant obstacles and conflicts.
Behind this problem lie limited enforcement by authorities, non-compliance with traffic rules, and a lack of respect culture among road users. The invasion of bike lanes reduces the functionality of this infrastructure and discourages the use of bicycles as a sustainable means of transport. Additionally, it increases tensions between cyclists, drivers, and pedestrians, affecting road coexistence. Faced with this scenario, specialists agree that it is necessary to strengthen controls, apply effective sanctions, and promote educational campaigns that foster respect for these public spaces.
What is the imposed rule for those electric motorcycle drivers who circulate on bike lanes?
From August 2, drivers of electric motorcycles circulating on bike lanes will be fined S/ 550, according to the National Police of Peru (PNP). The provision establishes that these lanes are reserved exclusively for bicycles and other authorized personal mobility vehicles. Likewise, offenders who do not carry the required documentation will also be subject to sanctions provided in the National Traffic Regulations. With this measure, authorities seek to strengthen respect for infrastructure intended for sustainable mobility and ensure the safety of cyclists.
The infraction, identified with code G32, penalizes the circulation of unauthorized vehicles in spaces exclusive to bicycles and represents 10% of a Tax Unit (UIT). The implementation of this sanction begins after a 45-day informational campaign carried out by the PNP Traffic Directorate in northern, central, and southern Lima. During that period, officers guided drivers about the new provisions before starting the enforcement phase. This is expected to reduce infractions and promote safer and more orderly road coexistence.
Electric motorcycles belong to category L, which is why the PNP reminds all drivers
The PNP specified that electric motorcycles are part of category L, which includes motorized two- and three-wheeled vehicles. In this regard, it reminded that these units must circulate on the roadway, just like conventional motorcycles, and not on bike lanes, since these spaces are exclusively for bicycles and other authorized personal mobility vehicles. The measure aims to preserve the safety of those who use this infrastructure.
The institution also emphasized that electric motorcycles are required to comply with the same demands established for any motorized vehicle. Among the requirements are carrying a license plate, having the Mandatory Traffic Accident Insurance (SOAT), the vehicle identification card, and a category B-IIa driver’s license. This obligation applies to units whose manufacturing speed exceeds 25 kilometers per hour, according to the provisions of the National Traffic Regulations.

To all motorcyclists! You must regularize your documentation because there are fines exceeding S/ 2,500
The S/ 550 fine for invading a bike lane will not be the only one that electric motorcycle drivers could face, as it can accumulate with other infractions contemplated in traffic regulations. Among them is driving without the corresponding license, a serious offense punished with 50% UIT, equivalent to S/ 2,750. Thus, non-compliance with legal provisions could represent a significant financial burden for offenders.
Additionally, the regulations establish additional fines for those who circulate without valid SOAT or lack a license plate, sanctions amounting to 12% of the UIT, that is, S/ 660 for each infraction. With the start of enforcement actions, the National Police of Peru urged drivers to regularize their documentation and respect the exclusive use of bike lanes. This seeks to strengthen road safety and ensure more orderly coexistence among all public road users.
Exemption from infraction G32! These are those who pass through a bike lane and would not pay the infraction
Infraction G32 does not apply to all vehicles circulating on bike lanes, as the regulations contemplate exceptions for those whose circulation is allowed on this type of infrastructure. Among them are conventional bicycles, considered the main users of these exclusive spaces. The provision also includes bicycles with pedal-assist systems, provided the motor assistance does not allow exceeding 25 kilometers per hour. In these cases, the legislation equates them to a traditional bicycle.
Likewise, some personal mobility vehicles, such as electric scooters, may move through bike lanes as long as they respect the technical specifications and speed limits set by current regulations. In this way, authorities seek to differentiate authorized vehicles from those that, due to their motorized condition, must circulate on the roadway. The measure aims to guarantee safe and orderly use of bike lanes, prioritizing the protection of the most vulnerable users on public roads.
