The plenary session called for Monday also casts doubt on the schedule of installations released last week, which stated that the committees of the Chamber of Deputies would begin functions between Monday, August 17 and Wednesday, August 19. Meanwhile, in the Constitution Committee, the JP nominee for the presidency is Giannina Avendaño, a lawyer who in recent years worked at the Ombudsman’s Office. She was also an advisor to Roberto Sánchez when he served as Minister of Foreign Trade in Pedro Castillo’s government.

Meanwhile, in Obras, sources from the caucus indicated that the nominees to chair their groups were: Demetrio Valqui, who has technical studies in sugar industries, in Agrarian Development; and Luis Masco, who has been working in recent years as a heavy load driver, in Consumer Defense.

These left-wing bloc caucuses have also not wanted to reveal the names of their candidates for presidents, due to the backgrounds that might emerge about their resumes. Deputy Valqui, for example, stated in his resume submitted to the National Jury of Elections that he faced a restricted appearance ruling for illegal possession of a firearm to the detriment of the State. Although at the time of applying he was retired, until 2013, Valqui worked performing security duties at the Agroindustrial Company Pomalca, according to his own resume.

On the other hand, Fuerza Popular bet on experience for their presidencies. Four of their five appointees have already been parliamentarians in the unicameral era, so they know the legislative work to rule on projects. The fifth presidency has been assigned to Flor Meza, who has experience as a parliamentary advisor in the last 2021-2026 term.

Meanwhile, in Renovación Popular, they bet on professional profiles. Alexander Segura, former commander of the Chavín de Huántar operation, will lead the Defense Committee; while Paola Martínez, a lawyer with experience as a parliamentary advisor, will head the Justice Committee.

The same was observed in Ahora Nación, which will have José Marcelo, an economist by profession, as head of the Economy Committee. According to his resume, Marcelo served in 2025 as a “financial economic specialist” at the Municipality of Lima, and previously at the ATU and as administrative manager at the Municipality of San Marcos, the district of Áncash known as the richest in the country due to mining royalties, which records one of the worst resource executions.

Ahora Nación will control the Economy Committee, both in the Chamber of Deputies and in the Senate. For the Upper House, its designated president will be former presidential candidate Alfonso López Chau. An economist by profession, the leader of Ahora Nación served in recent years as rector of the National University of Engineering, and was director of the Central Reserve Bank during the second Aprista government, appointed by Congress at that time.

On the left, Juntos por el Perú bet for their presidencies on Percy Osorio in the State Management and Comptroller Committee; and on Hugo Ccahuana for the Special Procedures Committee. Both senators reported having had civil rulings for alimony. In Partido del Buen Gobierno, Susana Matute will be in charge of leading the Health, Education, Culture, Women, and Social and Digital Development Committee.

Meanwhile, Fuerza Popular appointed three senators with experience in past legislative periods. Only the official appointment of the head of the Bicameral Budget and General Account of the Republic Committee is pending, where José Arista, former Minister of Economy, is tipped. For this study group, they are still waiting for members from the Lower House since, being a mixed group, it will be composed of 38 members divided between senators and deputies. For this first year, the Upper House – through Fuerza Popular – will steer the group responsible for ruling on the 2017 budget bill.
