Keiko Fujimori will assume the Presidency of the Republic this Tuesday, July 28, during a solemn session of Congress. This ceremony marks the official start of her term as president of Peru.

In a dialogue with El Comercio, former senior officer of Congress José Cevasco and constitutionalist Erick Urbina explained that the act will be led by the president of the new bicameral Congress, Miguel Torres (Fuerza Popular).
The specialists detailed that Parliament will designate an Announcement Commission and a Reception Commission made up of senators and deputies.
The Announcement Commission will go to the Foreign Ministry headquarters, where the president-elect will be, to inform her that Congress is ready to receive her.

Meanwhile, the Reception Commission will await the arrival of the president-elect and the vice presidents at the main door of the Legislative Palace. Once they arrive, they will greet them and accompany them to the Ambassadors’ Room.
“What the president of Congress will do first is to ensure that there are no disturbances and also that the heads of state who will accompany President Fujimori are in the appropriate place, as well as the diplomatic corps accredited to Peru. When that happens, the Reception Commission will invite the president and her vice presidents to appear before the plenary and accompany them to the chamber,” Urbina explained.
When the president enters the chamber and takes her seat, the swearing-in ceremony will begin with the notes of the national anthem.
Subsequently, the president of Congress, Miguel Torres, will proceed to administer the oath to the head of state and the first vice president-elect Luis Galarreta.
Because Torres was also elected as second vice president of the Republic, the first vice president of Congress —who presides over the Chamber of Deputies— will be responsible for administering his oath.

After the swearing-in, he will impose the presidential sash only on Fujimori, as it is the distinctive symbol of the head of state’s office. Vice presidents do not receive a presidential sash, according to Urbina. Once that protocol act is concluded, he will invite them to take their respective seats.

Then, the president will deliver her first message to the Nation before senators, deputies, and international guests.
Once the speech is concluded, the president of Parliament will invite her to withdraw “when she deems it convenient.”
“He has to invite her to withdraw. The ‘when she deems it convenient’ is, let’s say, a kindness, a gesture of courtesy. What usually happens is that, once the Message to the Nation is concluded and when the president of Congress invites her to withdraw, Mrs. Fujimori leaves the Congress of the Republic and there, already being the acting president of the Republic, she will review the representatives of the Armed Forces, the National Police, and the escorts in front of the Legislative Palace,” Urbina detailed.

After the ceremony in Congress, the president will move to the Government Palace, where she will administer the oath to the members of her first Ministerial Cabinet.
Once the ministers of State have been sworn in, according to Urbina’s explanation, the president will receive greetings from the heads of state and other foreign authorities attending the transfer of power.
After that, the Foreign Ministry will offer an official lunch at the Government Palace for the invited delegations.

- Yin Hejun, Minister of Science and Technology of China.
In addition to the heads of state, Foreign Minister Carlos Pareja reported that various countries will be represented by foreign ministers, ministers of state, and other high authorities. Among the already confirmed delegations are official representatives from Japan and Morocco, as reported by Foreign Minister Carlos Pareja.

The Ministry of Foreign Affairs continues to coordinate the arrival of other foreign authorities and expects to announce new confirmations in the coming days.
The protocol program for the transfer of presidential power will include official activities on July 27, 28, and 29.
