The Government appointed Elizabeth Zulema Tomás Gonzales de Palomino as the new executive president of the Social Health Insurance (EsSalud).
The decision was made through Supreme Resolution No. 038-2026-TR published this Saturday, September 12.
The resolution establishes that Tomás Gonzales will also assume the representation of the State before the EsSalud Board of Directors, the body responsible for establishing institutional policy and supervising its application.
The appointment ends the temporary assignment of the executive president functions that had been granted to Hilda Sandoval Cornejo. This measure had been adopted while the Executive designated the person who would assume the position.
In this regard, the new resolution concludes the assignment to Sandoval Cornejo and thanks her for the services rendered.

New head of EsSalud
According to the EsSalud Creation Law, the institution’s Board of Directors is made up, among other members, of three State representatives. One of them presides over the body as executive president.
The regulation also establishes that the State representatives before the Board of Directors are appointed by supreme resolution, endorsed by the Minister of Labor and Employment Promotion.
The resolution that formalizes the appointment of Tomás Gonzales bears the signatures of the President of the Republic, Keiko Fujimori, and the Minister of Labor and Employment Promotion, Juan Sheput.
