Meanwhile, Fuerza Popular supporters are outside Congress waiting for the presidential handover.

As part of the activities for the presidential handover, President Keiko Fujimori received several heads of state at the Torre Tagle headquarters who came to Lima to participate in the ceremony. During the day, she held bilateral meetings with the presidents of Argentina, Javier Milei; Paraguay, Santiago Peña; Uruguay, Yamandú Orsi; Chile, José Antonio Kast; Ecuador, Daniel Noboa; Honduras, Nasry Asfura; Bolivia, Rodrigo Paz; and Panama, José Raúl Mulino. Lourdes Alcorta, who presides over the Announcement Commission, now belongs to the Renovación Popular caucus but was a Fuerza Popular congress member during the unicameral period 2016-2019.

Regarding prevention, another key aspect will be to know the progress of the works announced to reduce the impact of the phenomenon. According to ANIN, in 2026 the entity has an investment budget of S/ 1.758 billion and reports an execution progress of 59%. Previously, at the Ministry of Foreign Affairs, Fujimori held various meetings with presidents and foreign dignitaries who attended her inauguration.

The figures reflect the magnitude of the problem. Between January 1 and July 17, 107 attacks with victims against public transport in Lima and Callao were recorded, matching the total for all of 2025 in just 198 days, according to the Public Ministry. Additionally, between January and June, 12,634 extortion and blackmail complaints were reported nationwide, averaging 70 complaints per day, or about three per hour.

Expectations for the Message to the Nation are high, especially in a context where insecurity remains the main concern of Peruvians. Attention will focus on announcements about extortion and contract killing, two crimes that have escalated and now affect transporters, merchants, and citizens in different regions of the country.

The protocol act is already starting in Congress. All 60 senators are present in the chamber, but only 125 (out of 130) deputies.
