The National Office of Electoral Processes (ONPE) approved the modification of the regulations for the recount of votes, preservation and destruction of ballot papers. The autonomous body updated the technical provisions for this procedure through an official resolution that appeared in the newspaper El Peruano in an extraordinary bulletin on August 28.
The measure introduces specific changes to the current regulatory text. The variations establish clear rules for the future disposal of voting materials used in democratic days.
The Congress of the Republic previously enacted a law that modified the Organic Law of Elections to entrust the electoral authority with the custody of the voting records. The regulation stipulates that preservation lasts until the day after the publication of the proclamation of official results, at which time the disposal is carried out in a public act.
The first modified provision establishes that ONPE will notify the Public Ministry, the National Jury of Elections, and the representatives of political groups about the place where the physical destruction of the voting ballots will be carried out. The absence of party representatives does not stop this ordinary technical activity.
Likewise, the second modified guideline indicates that the electoral body will timely define the technical method for the destruction of the voting ballots. This regulatory decision has the approval of the internal legal advisory and process management offices.

The reform of this electoral regulation did not require prior publication to receive suggestions from the public. The rules related to general, regional, and municipal elections have an express legal exemption to expedite their validity.
ONPE enables official platform for voters and polling station members
On the other hand, the electoral institution enabled on August 28 the definitive digital portal for this year’s upcoming national voting process. Citizens access directly the exact address of their polling places using their personal data.
This online platform also confirms the definitive list of Peruvians selected to serve as mandatory polling station members in the elections. The chosen citizens assume the responsibility to train within the established deadlines to avoid the economic fine of 275 soles.
