The Commission of Constitution, Regulation and Foreign Relations of the Chamber of Deputies summoned the President of the Council of Ministers, Luis Galarreta Velarde, to explain before Congress the scope of the request for legislative powers submitted by the Executive Branch.
The session in which Galarreta would participate is scheduled for this Wednesday, September 9, at 3:00 p.m., in the Miguel Grau Seminario Session Hall of the Congress of the Republic.
The summons was agreed upon after the parliamentary group declared itself in permanent session to evaluate the Legislative Proposal No. 00098-2026-2031-CD, which contains the Government’s request to legislate on 66 matters.
The chairwoman of the commission, Giannina Avendaño Vilca, reported that Galarreta must explain in greater detail the matters included in the request and, especially, the reasons supporting the urgency raised by the Executive.

Avendaño emphasized that the delegation of powers is an exceptional mechanism through which Congress temporarily entrusts the Executive Branch with the authority to legislate on specific matters.
“The constitutional attribution of Congress is to legislate, represent the citizenry, and exercise political control over the Executive’s actions to guarantee the balance of powers. Therefore, we consider it important to responsibly review the scope of this request, seeking the participation of the citizenry in this public debate,” the statement says.
“It is the duty of the deputies to represent the citizenry and listen to their voice. Therefore, we are dialoguing with specialists in environmental, energy, and labor issues, as well as with institutions, unions, and indigenous organizations, to learn their perspectives and contributions regarding this request for powers,” it adds.
