The decision was made in the presence of the spokespeople of the six parties that make up the Chamber of Deputies, including Fuerza Popular (FP), Juntos por el Perú (JP), Partido del Buen Gobierno (PBG), Partido Cívico Obras (PCO) and Ahora Nación (AN).

There was some tension during the meeting, but it was finally agreed that the Ethics Commission would be made up of Mery Infantes (FP), César Tito Rojas (JP), Edwin Espinoza Huillca (PBG), Javier Cipriani (RP), Heber López (Obras) and Harvey Colchado (AN).
Although for now there is only one member from the group, there is a possibility that deputy Rojas will chair this working group.
Asked by this newspaper whether Juntos por el Perú will promote Rojas as president of Ethics, deputy Svieta Fernández replied: “It is a matter that is still being discussed within the caucus.”
Sources from El Comercio indicated that if the left promotes Rojas, Fuerza Popular and Renovación Popular will oppose it. “We cannot allow a person with that profile to be head of an important commission,” a source said.
Although it would be two votes against four, the majority corresponds to the left faction or the coalition formed at the beginning of the new bicameral Congress.
The truth is that the chairmanship of this working group would fall to the left. Fuerza Popular and Renovación Popular will not try to chair the Ethics Commission. This was confirmed by Roxana Rocha, deputy and spokesperson for RP, in the videopodcast “Versus” of El Comercio, after participating in the morning Spokespersons’ Board.
“We are not going to chair Ethics. (We have given that up) in today’s (Tuesday) agreement. Sometimes it is important that the government side does not have Ethics and even less Oversight (now Modernization),” she said.
As the first agenda item, once established, the commission must evaluate the case of Julián Pérez Mallqui, accused of having physically and psychologically assaulted his ex-partner.

According to the Registry of Political Organizations (ROP) of the National Jury of Elections (JNE), Movadef presented César Tito Rojas as a member of the regional committee of Puno on March 29, 2011. On that date, he was considered a valid member of the committee.
His signature also appears in the second box of the document of adherents or affiliates of the political committee, which El Comercio accessed.
His face is known for having participated in the marches and sit-ins held in 2021, when Pedro Castillo competed in the presidential runoff against Keiko Fujimori.
According to the ATV program Ocurre Ahora, a protected witness identified the deputy as a presumed member of the organization called “Los Azuzadores del Sur,” a group responsible for controlling protests in Puno, where several people died.
Rojas not only has those records. He also has a long trajectory in the union and teaching fields, as he was defense secretary of Sutep Regional Puno and was part of Conare-Sutep, a radical faction of the teachers’ union.

Reports from the Anti-Terrorism Directorate of the PNP (Dircote) indicate that between 2000 and 2004, Rojas allegedly visited terrorism inmates at the Yanamayo prison in Puno.

This Tuesday at 9:00 a.m., the Spokespersons’ Board of the Senate Chamber met. In that meeting, it was established that each group would be represented in the commissions by the following number of members: Fuerza Popular (4), Juntos por el Perú (3), Renovación Popular (2), Partido del Buen Gobierno (1), Partido Cívico Obras (1) and Ahora Nación (1).
With this, the votes within the commissions would be tied.
According to article 89 of the Senate Chamber Regulations, when there is a tie in the votes, the Presidency may order a new vote, which must necessarily be held in the same session. Exceptionally, or if the tie persists in the second vote, the president decides.
At 11:00 a.m., the Chamber of Deputies did the same. In their meeting, they decided that the proportionality of members in each commission would be defined in two blocks: The commissions “with greater weight” will have 26 members and those “with less weight” will have 20 members.
The working groups with “greater weight” are Constitution, State Management Modernization, Economy, Education, Justice, Social Inclusion, and Infrastructure and Housing.
Those with “less weight” are National Defense, Agrarian Development, Consumer Defense, Energy and Mines, Production, Environment, Health, Labor, and Science.
According to the document from the Parliamentary Statistics Area, accessed by El Comercio, Fuerza Popular will have 8 members in the “greater weight” commissions. They will be followed by Juntos por el Perú (6), Buen Gobierno (4), Renovación Popular (3), Obras (3), and Ahora Nación (2).

In the first block of commissions, the right will have fewer votes, as Fuerza Popular and Renovación Popular will gather 11 deputies per commission, while the left will reach 15.
Regarding the second block, Fuerza Popular and Renovación Popular will sum only eight votes from their members, while the left will have 12.
A deputy from Fuerza Popular, who preferred to remain anonymous, told El Comercio that the caucus will insist on obtaining the presidency of the Constitution, Economy, and Agrarian Development commissions.
