The financial amnesty directly benefits all drivers and operating companies that provide land freight and passenger transport services. The technical standard covers both urban public transport in the capital and the national private sector.
The extraordinary discount applies to traffic tickets regulated by the National Traffic Regulations, the National Transport Administration Regulations, and the Urban Transport Authority (ATU). The benefit covers debts that are pending, challenged, appealed, or in the final coercive execution stage.
In an interview with RP, the Minister of Transport and Communications, Rafael Rey Rey, indicated that the announced debt forgiveness benefit applies to all traffic and transport fines that have been imposed, regardless of the regulation from which they originate and also including municipal provisions.
However, it does not benefit very serious infractions. Sanctions for driving under the influence of alcohol, traffic accidents, and cases where aggressions against inspectors or authorities have been registered are totally excluded.
90% discount on traffic tickets: how to access?
According to Supreme Decree N° 017-2026-MTC, published this August 25, 2026, an extraordinary regime has been established to settle road debts by paying only 10% of their original value.

1. Verify validity periods
You should note that the deadline to request the discount depends on the nature of the infraction committed:
- Fines for traffic infractions: They have a validity period of 90 calendar days counted from the start of the regime.
- Fines for transport infractions: They have a validity period of 180 calendar days.
2. Check if the fine is eligible
The benefit applies to fines that are pending the start of the administrative sanctioning procedure, in process, with firm status, have been challenged, are in the process of coercive execution, or have been imposed during the validity of this regulation.
Debts must belong to one of the following regulations:
- National Transport Administration Regulations.
- National Traffic Regulations.
- Public service regulations of the Urban Transport Authority for Lima and Callao (ATU).
- Ordinances of provincial municipalities issued within their competencies.
Infractions that are completely excluded from discounts:
- Codes F.1, F.7 and T.3 of the National Transport Administration Regulations.
- Codes M.1, M.2, M.3, M.4, M.20.C, M.27, M.28, M.37, M.38 and M.39 of the National Traffic Regulations (driving under the influence of alcohol, among other very serious offenses).
- Infractions related to informality, aggression against transport inspectors, and traffic accidents under the competence of the ATU or provincial ordinances.
3. Settle the debt or the outstanding balance
- Total debt without payments: If the fine has not had previous payments, the amount is reduced by 90% (you will only have to pay 10% of the original pecuniary sanction).
- Debt with previous partial payments: If the fine is already in coercive execution and has partial collections or payments made, the 90% reduction will apply exclusively to the outstanding debt balance.
4. Submit withdrawal of appeals (if applicable)
If you have challenged the traffic ticket through legal means, you must formalize your withdrawal to be eligible for the discount:
- In the administrative channel: If you filed an administrative appeal against the sanction resolution, you must submit a withdrawal document for said appeal to the corresponding entity.
- In the judicial channel: If you maintain a contentious-administrative process before the Judiciary, you must present a simple copy of the receipt of the request for withdrawal of the process and the claim, where the judicial process file number is clearly visible.
5. Make the payment and request archiving
- Voluntary payment: Adherence is voluntary and is completed with the sole payment of the fine with the corresponding reduction to the competent entity.
- Definitive archiving: Once payment is made, the pertinent authority will order the conclusion and archiving of the administrative sanctioning procedure or the coercive execution procedure. This also extinguishes the costs and expenses derived from the coercive collection procedure.
Benefits of archiving:
Debts that are canceled under this exceptional regime will not generate accumulation of points on the driver’s license, nor will they be considered for the purpose of determining recidivism or habitual offender status.
