The Government officially announced on Tuesday, August 25, Supreme Decree N° 017-2026-MTC, which establishes an exceptional regime to reduce by 90% the total cost of current traffic tickets for public and private transport.

According to the aforementioned legal provision, the benefit will apply directly to all drivers and operating companies that provide land freight and passenger transport services.
The measure has a period of 90 calendar days – counted from the start of the regime – for traffic fines, while the period extends to 180 calendar days for transport infractions.

In this regard, the director of the Directorate of Policies and Regulations in Road Transport, Arturo Ruiz, indicated that, with respect to traffic, there is an exclusion for certain infringing behaviors such as driving while intoxicated, participating in an accident, driving without SOAT or a driver’s license, among others. In these cases, the benefit of a 90% reduction in the cost of tickets will not apply.
“What we have approved is for a period of 90 days regarding traffic. The measure does not end with providing a discount benefit. What the MTC is providing through the supreme decree is associated with, during that 90-day period, carrying out a methodology that allows evaluating, through reasonableness and proportionality, what sanction should correspond for not observing a traffic rule,” the official declared to Canal N.

“The norm is clear that, once the deadline has passed, a supreme decree must be issued that already shows the real value based on the technical and legal studies carried out to determine the real amount of the fine,” he added.

Arturo Ruiz indicated that said amount must be associated “with deterring infringing behavior, not with a collection purpose.” He also commented that the current traffic regulations are more than 15 years old and have not generated the expected change.
“It is up to the ministry to evaluate, determine, and set the corresponding amounts. We need the commitment of drivers in order to generate the change we expect,” he added.
