An incident between the benches of Ahora Nación and Fuerza Popular over the possession of an office in the Congress of the Republic, located on Av. Abancay, led to the intervention of agents from the National Police of Peru (PNP).

The event occurred this August 12 when personnel from both groups claimed the use of an office on the fourth floor that appeared as unoccupied in the administrative records. The second vice president of the Lower House, Harvey Colchado (Ahora Nación), was one of the protagonists by questioning the legality of the police presence in the premises.

The tension increased when members of Ahora Nación entered the room, while workers from Fuerza Popular maintained that the office belonged to them by prior assignment. The discussion escalated due to the complaint of parliamentarians who were prevented from accessing the place by third parties.

In response to the conflict, PNP officers went to the complex to record what happened at the request of the Parliament’s security personnel. However, this version was refuted by legislators present, who demanded explanations about who authorized the entry of the public force into the legislative palace.
Harvey Colchado directly asked the officers if they had authorization from the Congress’s chief officer, Giovanni Forno, to carry out the procedure. The officers’ response was negative, which led various parliamentarians to try to contact the Chief Officer without obtaining an immediate response during the disturbances.

During the day, the locks in the disputed office were reported to have been changed, and deputy Jair Manrique (Ahora Nación) denounced having been physically assaulted by an advisor linked to the opposition bench. For its part, Fuerza Popular defended the ownership of the space, arguing that the transition and office rearrangement process is not yet complete.

Claim from Ahora Nación to Chief Officer Giovanni Forno
These events occurred after the deputies of the Ahora Nación bench sent a formal letter to Chief Officer Giovanni Forno to express their deep dissatisfaction with the lack of attention to their requests. In the document, the legislators stated that, after two weeks of parliamentary work, they still do not have offices equipped with basic services for their work teams.

The letter details that offices such as numbers 402, 404, 406, 408, and 410 remain unassigned despite being enabled. Finally, the parliamentarians warned that, due to the lack of an effective solution from the administration, they would proceed to occupy the mentioned spaces to guarantee the continuity of their legislative functions.
